Amateur Radio Antennas: Special Federal and State Protections Apply

Jonathan Kramer, W6JLK is an appointed "Volunteer Counsel" by the American Radio Relay League. He will assist amateurs in the resolution of legal matters involving amateur radio such as interference claims and FCC contacts. However, because he works with local governments on RF issues, including tower siting matters, Jonathan does not work with amateurs in matters where a local government is involved.

Consistent with one of the stated goals of the ARRLs VC program, Jonathan does not charge a fee for an initial counseltation with an amateur radio operator seeing help in a ham-related matter.

Palmdale Served with Lawsuit in WB6X Antenna Case

ARRL Volunteer Counsel Leonard Shaffer WA6QHD has filed suit on behalf of WB6X against the City of Palmdale, CA in the latter's highly publicized antenna case. The lawsuit requests a writ of mandamus and declaratory relief, essentially asking that the Palmdale City Council reverse its decision that forced Alec Zubaru to remove his previously permitted tower and cease further enforcement of its antenna ordinance on the basis of radio frequency interference (RFI). According to Shaffer, the Palmdale City Council relied on improper information when reaching its decision last December, in which it upheld a Planning Commission action to revoke Zubaru's properly issued building permit for the structure.

Shaffer is providing his services pro bono, but trial-related expenses could amount to serveral thousand dollars. Three radio clubs have already contributed funds collected from their generous members, and those donations are greatly appreciated.
